Welcome to the real world issue of still having navies after planes with range longer than 200 miles became a thing.
Short answer: don't fucking bother. Both in-game and irl.
Long answer: fleets exist to stroke national ego and to provide pre-existing, 19th century infrastructure and all the bloated bureaucracy a reason to exist at all. Any sane country reduced their navy to token force of rocket destroyers and funelled everything else in the airforce and cruise missiles. Every idiot is either still having a navy or, worse, building one from scratch.

Nigger, carriers ceased to have reason to exist somewhere between intercontinental bombers and ICBM were invented. Carrier is there for "air projection", except you can deal without them, even when waging a global war.
Fleets are a completely obsolete concept straight from pre-flight era of military operations of any kind

Use any of the friendly countries to achieve that, rather than investing trillions on something that can be sunk with a rocket costing thousands.
