China became the world's factory because they had centralized power and purged their dissidents, Mao was retard but he slashed the earth so boy Deng could exploit the cheap chinamen without having to grease hands in the party, all the while owning the structure to build the infrastructure to make the new factories, transport raw materials and finished products. Vietnam did the same thing.
Look at africa: it's poor, corrupt, their power hangs on a thread and the workers are uneducated. Want to build infrastructure for the factories? Gotta pay local politicians. Behind schedule? Someone pocketed the money. Built the factory? Good luck finding people who can even understand what they should be doing. Want to exploit their work? They just went on strike and the government can't crackdown on them quickly enough.
It isn't impossible to manufacture in africa, and once chinese/viet standards becomes too expensive, made in africa will be the next, but there's a bunch of hurdles.
