They care more about us than our world, but this world has a developed biological ecosystem that ranges from the most primitive life forms all the way to sentient humanoid entities with technology, its a very valuable resource, if you interest is in developing consciousness.
There is a larger galactic civilization that has numerous planetary civilizations incorporated into its web of development. We humans on earth are shortly going to reach a high enough level of consciousness and technological development to openly interact with and join this galactic community. They have been sending agents into human bodies throughout our civilization, and they have a very large number currently involved with our planet to facilitate and accelerate this integration.
There is interest in this process occurring organically, through free choice where humanity finds peace and reaches a breakthrough of consciousness to achieve this. Other worlds had devastating cataclysmic events before their civilizations reached the point where they decided to move beyond division and conflict.
There is a common meme among humanity, which says we would unite as one planet against a common external alien threat. This didn't work for us on Lyra, it didn't work for us on Mars, would it work for us here on Earth? I believe the federation is attempting to shortcut such cataclysmic shifts in our planet, as the galactic conditions would allow us to ascend naturally, organically, without such bloodshed as a catalyst in our conscious will as a species. That is my hope, anyway.
I've seen other worlds, where they had such troubles, eventually making it through, but suffering unrecoverable losses to their ecosystem along the way.
4th density to me, seems like a place where a collective finally sees itself as one organism, but there is still the lingering effects of all their prior actions they took to reach such a state of awareness.
